Every step on the path is a function of the vault contract. The last three are permissionless: anyone can call them, once per 24 h epoch, strictly in order. There is no keeper to trust and no allocator to bribe.

Reads each venue's share price and turns the change since the last reading into a realized APR. A drop in share price marks the venue impaired.
